I'm intrigued by the range of means the Times and other papers have at their disposal to editorialize: (1) whether to cover something at all, (2) how many articles over time to dedicate to it, (3) corresponding investigative resources to devote to it, (4) how many column inches are in those articles, (5) where the articles are placed in the paper, (6) lede and title editing, and probably most importantly, (7) how the story is framed. As you point out in this example, they use all or most of these in concert.
